Release notes 

The CE Infrastructure team - along with the Certification team - have released a new version of certify-web. This is the application that powers our certification tool [1].

The main changes in this release are fixes for the following bugs:

 * #962178 "Update copyright to 2012"
 * #986235 "Restrict select list for certificate_release to ones that match the current release"
 * #994070 "Submit to HEXR is not working automatically for certified"
 * #994499 "Certificates with no release will cause an internal server error"
 * #995707 "System error when trying to modify a certificate"
 * #996543 "Release doesn't always have a name"
 * #996936 "Hexr export script should allow specifying the secure id and canonical id"
 * #997534 "send_to_hexr not toggled when certificate edited"
 * #997661 Certified Release field not remembered after requesting certificate"
 * #997966 "can't certify hardware in c3"
