  [ Guus Sliepen ]
  * Handle SIGINT and SIGTERM more gracefully.
  * VLAN interfaces in the same allow class are now brought up automatically
    if the physical interface is brought up.

  * Don't call udevadm settle if udev is not installed. Closes: #900046
