+ Compatibility to at least Linux kernel 5.6.

* Mention irctop's relation with iptables-netflow-dkms in the package

* Bump debhelper compatibility level to 12.
+ Build-depend on "debhelper-compat (= 12)" to replace debian/compat.
+ Stay on compat level 12 for now to still allow building on buster.
* Fix path detection issue with recent iptables versions (see #958945).
Patch upstream configure script to understand some configure options
passed by debhelper by default: --prefix, --libdir, and --includedir.
* Declare compliance with Debian Policy 4.5.0. (No changes needed.)
