1.1.90-2011.09 release from the 1.2 series released

Release notes:

Release of libjpeg-turbo coinciding with Linaro's 11.09 monthly release.

Changelog:

This release features work up to revision 702 of the community 1.1.90 upstream version that is on track to release as 1.2 in the near future.

This release also contains a rework of the library startup code which is under consideration by the community. This rework gets rid of race conditions and in the case of arm changes to use auxv as the method for runtime detection of NEON enabled hardware. Library startup should be faster, further runtime calls to init_simd has been removed, also resulting in a slight speed up.

    Upadated autoconf files to automatically detect ARM compilation targets.
Updated Makefiles to include arm assembly files in simd directory. Added
