This provides a `oci` command that can be used to (re-)build OCI images using recipes registered with Launchpad. It allows triggering the builds in Launchpad and tracking status until they've completed and published.

This tool's scope is limited to Launchpad itself, so while OCI images are typically provisioned through other services (e.g. Dockerhub), the mechanics of that is left to other tools. (See also https://launchpad.net/ubuntu-docker-images)
