Version 0.13 in need for testing

Version 0.13 has been released in 2 different flavours.
  * helper https://launchpad.net/remote-help-assistant/helper/0.1.3
  * sharer https://launchpad.net/remote-help-assistant/sharer/0.1.3

for each flavour there is a deb and a tar file.

Version 0.13 is a bug fix and translation update mainly.
