  * Backport upstream fixes:
    - dedupe FITS header write,
    - fix target pnm write.
  * Build dependency on libgif-dev is not needed anymore.
  * Suggest only nip2 on libvips42 and libvips-tools.
  * Update Standards-Version to 4.6.2 .
