* Build against libcmml0-dev 0.9.0 (libcmml API changed at 0.9.1 and
annodex does not yet support the new API). Changed version dependency
from 0.8.3-1, as per Ubuntu's libannodex 0.7.3-0ubuntu1 patch. Thanks

* Fix versioned depends on the -dev package to match the versions build-
depended on, thanks again Jeff.
* Added the libtool .la files to the -dev package, from the Ubuntu diff.
