- d/control: Remove test-only Build-Depends.
- d/rules: Override dh_auto_test and disable build-time tests. Most
of this package's tests require internet and rely on "pip install",
which is not suitable nor allowed on Debian.

* Further remove documentation-related bits.
- d/rules: Don't invoke dh with sphinxdoc.
