Change logs for ubuntu-app-launch source package in Xenial

ubuntu-app-launch (0.5+15.10.20150817-0ubuntu3) xenial; urgency=high

  * Raise to -std=gnu99, because we really want gnu standards, and thus
    e.g. access CLOCK_MONOTONIC in lttng on arm64/armhf. Resolves FTBFS.
