PPA description

Contains a backport for just one bugfix:

- PR54793 ( http://gcc.gnu.org/bugzilla/show_bug.cgi?id=54793 ) which affects debuggers since they may not have access to function parameters because of incorrectly generated dwarf debuginfo. See http://sourceware-org.1504.n7.nabble.com/semantic-error-not-accessible-at-this-address-td245602.html for details.
