Migrate from oslo-rootwrap to oslo-privsep for OpenStack Shared File Systems Service (Manila)

Add support for human readable export locations for OpenStack Shared File Systems Service (Manila)

Currently, there is no way a user can interfere in the export location that is generated by shares, and the created export locations are usually not that human readable. So this blueprint is meant to track the status of the implementation of a feature that allows users to specify a export location name.
