PPA description

https://launchpad.net/~ubuntu-toolchain-r/+archive/ubuntu/test packages for ubuntu bionic in gcc-11/gcc-10 contain bumped versions of libstdc++6, libgcc1, and libgcc-s1 that will break binary compatibility with ubuntu bionic installs that do not have these packages. this PPA only contains safe gcc versions
