Mutter MR #1441 patch set backports

PPA description

The only way to have smooth Intel 4K GNOME Shell graphics for now.

See https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/1441 for the patch set information.

See https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/1441#note_1282893 for links to builds for other distros.

NOTE: This is a backport to GNOME 40 that misses the latest developments, and should be considered as a _preview_ of the performance it brings. I did use it for a couple of months on my work laptop, but there are bugs, especially on Wayland. It will need Ubuntu 22.04 LTS's GNOME 41/42 to be able to backport more recent versions, and hopefully the patch will be merged to GNOME 42 final.
