Emacs-lisp utilities to create, install, update and otherwise manage ELPA packages on GNU/Emacs 23 and 24.

This provides emacs-lisp commands to help one create ELPA packages in general, e.g., elpa-create-package command.
Also it provides examples on how to create ELPA packages out of various emacs-lisp packages such as bbdb, cedet, ecb, emacs-w3m, mmm-mode, etc. Also it shows how to create packages consisting of elisp files from emacswiki.org such as "anything" and "icicle".
