OSTree is a tool for developing, building, and deploying Linux-based operating systems. It is most similar to tools like dpkg and rpm in "Linux distributions". However, it is not a package system (though one could be built on top).
OSTree is designed to deploy operating systems. And by this we mean a base set of software delivered as an atomic unit, with APIs and a separate deployment mechanism for applications (which are independent from each other). This approach contrasts with that of a "Linux distribution", where all software is divided into "packages", and little attempt is made to draw a distinction between different types of software.
