Philharmonic is a cloud manager adapted for geotemporal inputs, such as real-time electricity prices and temperature-dependent cooling efficiency for different geographical data center locations. It is primarily a simulator with detailed power consumption, costs and scheduling action trace output. It offers a simple OpenStack controller for limited practical application (currently only pausing and unpausing VMs is implemented for real deployments). It is written in Python and it heavily relies on pandas, the excellent Python time series analysis library.
