First (probably) useable version of phpttestrunner

Installation of the binary version works by using the "Downloaded" tab of NetBeans's plugin manager. Prper Documentation will follow later.

This is a toy project living on my disk for quite some time. I'll improve it from time to time but work on this project has low priority, main focus is that it works for my use cases ... the code might need quite a few cleanups as there's no real plan but jsut "hm, let's try that" ...
