Add support for launchpads Translations-feature to easily localize PySleep. for PySleep

at the moment (devel-series, basic release), every string presented to the user is hard-coded in german. it would be much easier to utilize launchpads translations-feature to get PySleep localized. doing this will enable us to provide a graphical mode as well as an terminal application.
