People (Canonical employees) who have admin rights on Launchpad wikis: https://help.launchpad.net/ and https://dev.launchpad.net/. In practical terms, this means people who can set ACLs on individual pages in the wikis when necessary, to protect against spam, vandalism, and in some cases to guard pages whose content has legal significance and for which community editing would therefore not be appropriate.
