Ceph RadosGW integration for kolla-ansible
Add support for integration with Ceph RadosGW. Should include load balancing RadosGW API endpoints via HAProxy, as well as registration of a keystone user and endpoints.

A cross-project goal for Stein, many projects have added support for upgrade checks. We should run the checks during the upgrade command, and also add a new upgrade-check command to run only the checks. Upgrade checkers topic in Gerrit: https://review.openstack.org/#/q/topic:upgrade-checkers
