High Availability for Monasca OSA role for openstack-ansible

Currently, the monasca role for OSA does not include any HA. We need to develop the proper HA configuration of the role to deploy Monasca with OSA with HA.

Monasca-agent role for openstack-ansible

The current monasca role does not deploy the monasca agent onto the hosts & containers. From experience, the monasca-reconfigure script does not correctly find all services due to differences in how OSA deploys the roles.
