Adding Kafka Support for oslo.messaging

Since Ceilometer and Monasca are using Apache Kafka in part of their functionality. It’s better to add kafka-support functions into oslo_messaging library. Adding Kafka Support Scripts for devstack

Ceilometer and Monasca project have the functionalities which are related to Apache Kafka. Currently to develop Kafka-related functionality, developer have to launch Kafka independently. To reduce the time of launching and configuring Kafka, this BP aims to add the Kafka support functions into DevStack scripts.
